Why doesn't Yahoo prohibit the asking of questions that contain phone numbers of known spamming businesses?

Certain businesses, most notably Indian brothels, post spam ads for their businesses every single day here. These ads contain phone numbers of the businesses. It would be simple for Yahoo to prevent questions with these strings of characters from being posted. Why don't they do it? Do they think that people have the RIGHT to post these spam ads?
